BC Compliance

Is WHMIS Training Mandatory in BC?

Yes. WHMIS training is mandatory in British Columbia. The rule comes from the Workers Compensation Act and the Occupational Health and Safety Regulation, Part 5, which sets out employer duties for education and training in sections 5.6 and 5.7.

Employers can provide WHMIS training themselves, as long as it meets those sections, or have workers trained through an external provider such as Probe It. Either way, any worker who works with or near a hazardous product must be trained before they start the job.

BC Occupational Health and Safety Regulation — Part 5, Sections 5.6 and 5.7 Employers must ensure that workers exposed to a hazardous product receive the education and training required to work safely with that product, and must review the WHMIS program annually or whenever conditions or hazard information change.

One detail specific to BC: small consumer-quantity containers of a product, like a 4-litre bottle of bleach, are not considered a WHMIS-regulated hazardous material at that size. The same product in bulk, like a 45-gallon drum, is regulated. Most workplaces still choose to train every worker to the same standard regardless of container size, since roles and products change.

Another BC-specific detail: employers must actively request an updated safety data sheet from the supplier at least every 3 years, on top of updating it sooner if new hazard information comes in.

WHMIS in BC is enforced by WorkSafeBC. Prevention officers can visit a workplace, confirm that exposed workers hold current WHMIS training, and issue orders when training is missing.

WHMIS Certificate BC Frequently Asked Questions

Is WHMIS training mandatory in BC?
Yes. WHMIS training is mandatory in British Columbia under the Workers Compensation Act and the Occupational Health and Safety Regulation, Part 5. Any worker who works with or near a hazardous product must be trained before they start. Source: WorkSafeBC
Is a WHMIS certificate legally required, or just the training?
The training is what the law requires, not a specific certificate document. Under the OHS Regulation, employers must make sure exposed workers receive WHMIS education and training. A printed certificate is not named in the law itself, but it has become the standard way workers prove they finished training, and most BC employers ask to see one. With Probe It, you get both: real training and a certificate you can show right away.
How do I get my WHMIS certificate in BC?
To get a WHMIS certificate in BC, take an online WHMIS 2015 course that meets the training requirements in sections 5.6 and 5.7 of the OHS Regulation. With Probe It you sign up in 30 seconds, finish in about one hour, pass the final test, and download your printable certificate the same day for $12.95.
How much does a WHMIS certificate cost in BC?
The Probe It BC WHMIS certificate is $12.95. There is no subscription, no hidden fees, and no per-retake charge. Most other BC providers charge $25 to $50. Bulk discounts are available for teams of 10 or more.
Can I do WHMIS training online in BC?
Yes, for the generic part. WorkSafeBC's rules cover two things: generic WHMIS education (how the system works, labels, and safety data sheets) and workplace-specific training (the exact products, storage rules, and emergency plans at your actual job site). The Probe It course covers the generic education online in about an hour. Your employer still needs to walk you through the specific hazardous products used at your workplace.
What is the difference between generic and workplace-specific WHMIS training in BC?
WorkSafeBC's own regulation splits WHMIS into two parts. Generic education teaches how the WHMIS system works, the major hazard classes, and what labels and safety data sheets mean. Workplace-specific training covers the exact safe work procedures, storage rules, and emergency plans for the products actually used at your job site. An online course like Probe It's covers the generic education. Workplace-specific training still has to come from your employer.
Does every product in a BC workplace need a WHMIS label and SDS?
Not always. Small consumer-quantity containers, like a 4-litre bottle of bleach, are generally not treated as a WHMIS-regulated hazardous product at that size. The same product in bulk, like a 45-gallon drum, is regulated and needs labels and a safety data sheet. Most workplaces still train every worker to the same standard, since container sizes and products can change. Source: Province of British Columbia
How long is a WHMIS certificate valid in BC?
There is no single fixed national expiry date. Under the OHS Regulation, employers must review the WHMIS program at least annually, or sooner if the workplace changes or new hazard information becomes available. The Probe It WHMIS certificate is issued valid for 1 year, so you stay on the safe side of every employer's renewal policy.
Who needs WHMIS training in BC?
Any BC worker who works with, handles, or may be exposed to a hazardous product needs WHMIS training. This covers warehousing, manufacturing, healthcare, labs, janitorial, education, retail, hospitality, and trades. BC employers are responsible for making sure workers are trained before they handle hazardous products.
What law requires WHMIS in BC?
WHMIS in BC is required under the Workers Compensation Act and the Occupational Health and Safety Regulation, Part 5, sections 5.6 and 5.7. The federal Hazardous Products Regulations set the label and safety data sheet rules, while the BC OHS Regulation sets the worker training duties. Source: WorkSafeBC
Who enforces WHMIS in BC?
WHMIS in BC is enforced by WorkSafeBC. Prevention officers can visit a workplace, confirm that exposed workers have completed WHMIS training, and issue orders when training is missing. Source: CCOHS
What is the difference between WHMIS 1988 and WHMIS 2015 in BC?
WHMIS 2015 follows the global GHS standard. Products that used to be called "Controlled Products" were renamed "Hazardous Products." The new system uses pictograms instead of the old symbols, adds new hazard classes, and uses standardized safety data sheets (SDS) that must now be updated on an ongoing basis whenever new information becomes available, instead of just every three years. WHMIS 1988 used different symbols and the older MSDS format. The Probe It BC course covers both, so workers are ready for any BC workplace. Source: WorkSafeBC
How often is WHMIS refresher training required in BC?
The OHS Regulation requires employers to review the WHMIS program at least annually. Refresher training is also expected whenever the work changes, new hazardous products are introduced, or new hazard information becomes available. The Probe It certificate is issued valid for 1 year.
What happens if I fail the WHMIS exam?
You can retake the final test as many times as you need at no extra cost. Review the modules, then try again. You only earn your BC WHMIS certificate once you pass, and there is no per-retake charge.
