2-minute walkthrough so you know exactly what to expect
Winnipeg's food economy spans Exchange District bistros, St. Boniface restaurants, Osborne Village cafes, hotel kitchens, and food trucks across the city. This course covers every food service role across Winnipeg, Brandon, Steinbach, Portage la Prairie, and the rest of Manitoba. A food handler is anyone who handles food, utensils, or equipment, including servers and dishwashers.
Bistros, fine dining, casual eateries across Winnipeg
Mobile food vendors and street food carts across Winnipeg
Coffee shops, bakeries, Osborne Village and Corydon vendors
Deli counters and prepared food sections that handle unpackaged high-risk food
Manitoba has two layers of food safety law. The provincial Food and Food Handling Establishments Regulation (MR 339/88 R), made under The Public Health Act, sets the operating standards for every food premise in Manitoba. Inside city limits, the City of Winnipeg Food Service Establishment By-law No. 5160/89 adds the certification rule. The by-law is what makes a food handler certificate mandatory in Winnipeg.
Food Service Establishments with less than 5 Food Handlers must have a person on staff who has successfully completed the Certified Food Handler Training program. Food Service Establishments with more than 5 Food Handlers working at any one time must have a person who has successfully completed the Certified Food Handler Training Program ON DUTY at all times.
So a small Winnipeg cafe needs at least one certified person on staff. A busy restaurant with more than 5 food handlers on shift needs a certified person in the building the whole time it is open. If that person is on break or off sick and nobody else is certified, you are short for that shift.
Manitoba Health keeps a public list of training contractors for the Certified Food Handler Training Program. The current list, updated June 2026, includes this line:
Probe It Food Safety, 1-866-293-6222, info@probeit.ca, www.probeit.ca, Online Training
Because this course is on that list, your certificate is accepted by Manitoba Health public health inspectors at inspection. Outside Winnipeg, the provincial regulation sets the standards but does not make certification mandatory on its own; most employers and health inspectors across Manitoba still expect it. See the province-wide Manitoba food handlers certificate page and our guide to Manitoba food safety laws.
