Ontario Food Safety Law: What You Need to Know
Two laws shape food safety in Ontario. The Health Protection and Promotion Act and the Food Safety and Quality Act, 2001. Both apply to every restaurant, cafe, food truck, and food business in the province.
Under the Health Protection and Promotion Act, Ontario Regulation 493/17 (Food Premises) is the key rule. It says every food business must have at least one trained food handler on site during every hour they are open.
Section 32, Ontario Reg 493/17 (Food Premises)
"Every operator of a food service premise shall ensure that there is at least one food handler or supervisor on the premise who has completed food handler training during every hour in which the premise is operating."
The Food Safety and Quality Act, 2001 sets a second layer of rules. It requires food businesses to be licensed. It also gives public health inspectors the power to search without a warrant if they suspect a food safety risk.
Inspectors can check your food handler certificate at any time. They can look at any part of your business, take food samples, and issue fines. They can also order your business to close.
Fines for breaking Section 32 start at $55 and go up to $465 per offence. Larger fines under the Health Protection and Promotion Act can reach $5,000 for individuals and $25,000 for businesses.

Yes. In Ontario, a food safety certificate and a food handlers certificate are the same credential. Employers, job postings, and public health units use both names for the certificate you earn after passing recognized food handler training.
You may also see it called a safe food handling certificate Ontario, a food safety course Ontario, or food handler training Ontario. Every one of these points to the same Section 32 requirement under Ontario Reg 493/17. One course covers them all. Pass it once and you are certified for 5 years.

Do I need a food handlers certificate in Ontario?
Yes. Ontario law says every food business must have at least one trained food handler on site during every open hour. This is Section 32 of Ontario Reg 493/17. The rule covers restaurants, cafes, food trucks, bakeries, grocery delis, schools, daycares, and long-term care homes. It applies in every city. All 29 Ontario Public Health Units enforce it.

What do inspectors check during a food safety inspection?
Inspectors check food temperatures, storage, handwashing stations, sanitizer strength, pest signs, and your records. They also confirm a certified food handler is on site and can ask to see the certificate. Missing certification is one of the most common violations and brings a fine on the spot.
What is the difference between food handlers certificate Ontario and FOODSAFE?
FOODSAFE Level 1 is the BC version. The Ontario food handlers certificate is the Ontario version. Both cover the same topics. Temperature control, cross-contamination, cleaning, allergens, and food-borne illness. Our Ontario certificate is also accepted in BC by most employers.
