NWT Food Safety Law: What You Need to Know
NWT food safety is set by two laws. The NWT Public Health Act. And the NWT Food Establishment Safety Regulations made under that Act.
The NWT Chief Public Health Officer enforces food safety. Environmental Health Officers do the inspections. The Department of Health and Social Services oversees everything.
The Food Establishment Safety Regulations set the training rule:

"All operators of permanent food establishments in the Northwest Territories must successfully complete a food safety program acceptable to the Chief Public Health Officer. This operator must be able to provide proof of certification to the Health Officer. They must also ensure that at least one other operator or food handler who has successfully completed a food safety certification training program is present in the establishment during each of its operating hours."
NWT has one of the strongest rules of any Canadian territory. The operator must be certified. Plus at least one other person on staff must be certified and present during every operating hour. Not just one shift. Every hour you are open.
The operator must also train every employee on safe food handling. Not just the certified backup. Every person on staff.
NWT penalties are serious. A first offence can mean a fine up to $10,000. Plus $1,000 for each day the offence continues. A second offence can reach $25,000. Plus $2,500 per day. Corporations face fines up to $100,000. Plus $5,000 per day.

Yes. The NWT Food Establishment Safety Regulations require the operator of every permanent food business to complete a food safety program acceptable to the Chief Public Health Officer.
