Newfoundland Compliance

Newfoundland and Labrador Food Safety Law: What You Need to Know

Food safety in Newfoundland and Labrador is set by the Food Premises Regulations made under the Food Premises Act. The current training rule took effect on May 1, 2021.

Service NL governs food safety province-wide. The NL Department of Health and Community Services approves all food handler training courses. The Government Service Centre issues food establishment licences.

The training rule is clear:

NL Food Premises Regulations (effective May 1, 2021) "A food operator must ensure that at least one certified food handler is present on the food premises during each hour the food premises is in operation. Proof of compliance must be given to an inspector on request. Certification must be current and show successful completion of an approved food safety course."

The rule is simple. One certified food handler on site for every hour you are open. No exceptions. No tier based on team size. If your doors are open, a certified person must be there.

NL uses a risk-based inspection model. Low-risk businesses (like prepackaged food retailers) are inspected once every 2 years. Medium-risk businesses get inspected twice a year. High-risk businesses (like restaurants with raw meat or seafood prep) get inspected four times a year.

One thing unique to NL. Your food establishment licence does not expire. Most other provinces make you renew the licence every 1 or 2 years. NL only revokes a licence if you break the rules.

NL inspectors can enter your business at any time. They can check your certificate, take samples, issue fines, and close your business. Inspection results are public. Penalties can reach tens of thousands of dollars per offence.

Our Newfoundland food safety course meets the Food Premises Regulations and is approved by the NL Department of Health and Community Services. It is also called food handler training Newfoundland and food safety training Newfoundland. The same food handlers certificate Newfoundland works across the entire province. Switch jobs or move cities and it still counts.

Why Newfoundland restaurants need certified backups for every shift

Samira Ali, Certified Public Health Inspector, 10+ years across Canada

"Newfoundland's 2021 rule is one of the simplest in Canada. One certified food handler on premises during every hour you are open. But that simplicity catches owners off guard. If your only certified person is on break, called in sick, or quit two weeks ago, you fail the rule. I see this every NL inspection season. A restaurant with one certified manager who is on vacation. Or a bakery whose certified head baker just left. The business gets fined. Certify at least three people per location. The manager, the day lead, and the night lead. It costs less than one fine."
