Manitoba Compliance

Manitoba Food Safety Law: What You Need to Know

Food safety in Manitoba runs on two levels. The Manitoba Public Health Act and the Food and Food Handling Establishments Regulation (MR 339/88R) set the provincial baseline: every food business must be permitted and must meet rules for food storage, temperature, hygiene, pest control, and sanitation. Inside Winnipeg, the City of Winnipeg Food Service Establishment By-Law No. 5160/89 adds mandatory food handler training rules.

Winnipeg By-Law No. 5160/89, Sections 5.6 to 5.8, in plain language
  • The person in charge of a food service establishment must complete an approved certified food handler training program.
  • When 5 or more food handlers are working at one time, a certified food handler must be present during operating hours.
  • The certificate must be posted in a prominent place in the establishment.

The by-law detail matters most if you work in the city. Our Food Handlers Certificate Winnipeg page covers it in full. Outside Winnipeg, your Regional Health Authority sets expectations, and most follow the same model: at least one trained food handler on shift.

Manitoba Health keeps a public list of approved contractors for its Certified Food Handler Training Program. Probe It Food Safety is on that list for online training, in the update dated June 2026. That means your certificate comes from a provider Manitoba Health itself points people to.

Manitoba public health inspectors can enter a food business without notice, check certificates, take samples, issue fines, and close a business. Certify before you open and keep certificates current.

Food Handlers Certificate Manitoba FAQs

Common questions from Manitoba food workers and employers.

Do I need a food handlers certificate in Manitoba?
Inside Winnipeg, yes. The City of Winnipeg By-Law No. 5160/89 (Sections 5.6 to 5.8) requires the person in charge of a food service establishment to complete an approved certified food handler training program, and a certified food handler must be present during operating hours when 5 or more food handlers are working at one time. Outside Winnipeg, each Regional Health Authority sets its own expectations under the Manitoba Public Health Act, and most expect at least one trained food handler on shift.
Is this course approved by Manitoba Health?
Probe It Food Safety is listed on Manitoba Health's approved contractor list for the Certified Food Handler Training Program, under online training, in the list updated June 2026. You can check the list yourself on the Manitoba Health website.
How do I get my food handlers certificate in Manitoba online?
Register in about 30 seconds, take the online course at your own pace, and pass the exam with 70% or more. Most people finish in as little as 6 hours. You download your certificate the same day. The course works on any phone, tablet, or laptop.
How long is the certificate valid for?
Your food handlers certificate is valid for 5 years across Manitoba and the rest of Canada. It stays valid in Winnipeg, Brandon, Steinbach, Thompson, and everywhere else in the province, and it still counts if you change jobs or move cities. After 5 years, you retake the course and exam to recertify.
Is there a free food handlers certificate option in Manitoba?
No. No approved Manitoba provider gives away the full certificate for free. Some sites offer free study material but charge for the exam or the certificate. In Winnipeg, the by-law requires a certificate from an approved training program. Our course is $49.95 as a one-time payment.
How much does a food handler certificate cost in Manitoba?
It is $49.95 CAD as a one-time payment, and it includes a free WHMIS certificate. There is no subscription, no hidden fees, and exam retakes are free.
What about the free WHMIS certificate?
The included WHMIS certificate supports your workplace training program. Employers are legally required to review WHMIS training programs at least annually. Plan to refresh your team's knowledge each year.
Is this certificate accepted in all 5 Regional Health Authorities?
Yes. Your certificate is accepted in Winnipeg Regional Health Authority, Prairie Mountain Health, Interlake-Eastern RHA, Northern Regional Health, and Southern Health-Sante Sud. It also meets the training requirement in the Winnipeg by-law.
Do I need to post my food handler certificate in Winnipeg?
Yes. Sections 5.6 to 5.8 of the Winnipeg by-law require the certificate to be posted in a prominent place in the food service establishment. Inspectors check for this during routine visits. Our certificate prints as a full wall version for exactly this purpose. See our Winnipeg page for the full by-law breakdown.
Can I buy certificates for my whole team?
Yes. We sell group certificates to restaurants, hotels, catering companies, schools, and franchises in Winnipeg, Brandon, and across Manitoba. Each staff member gets their own login and their own certificate. Use the group purchase option at probeit.ca/shopping-cart/ to order for 5, 10, 25, or 100+ staff.
Is the food handler exam hard?
The exam is multiple choice and you need 70% to pass. Most people pass after completing the course. If you do not pass, you can retake the exam free as many times as you need.
How often do inspectors check Manitoba food businesses?
Manitoba public health inspectors visit before a business opens and return for routine and complaint-driven inspections after that. They can ask to see your food handler certificate during any visit, so certify before you open and keep certificates current.
